  • Police officer hurt in crash at construction site in Billerica

    A police officer was hurt in a crash at a construction site on Route 3A in Billerica, Massachusetts, on Friday, according to police. Billerica police confirmed the crash on Boston Road and said it was closed “indefinitely” from the town center to Floyd Street. Drivers should expect heavy delays in the area. It was not immediately clear how seriously the officer was hurt or if anyone else was involved. Footage from the scene showed a medical helicopter taking off from the area. A medical helicopter responds to a crash in Billerica, Massachusetts, on Friday. More details were not immediately available. NBC10 Boston has a crew headed to the scene and will provide updates as they come into the newsroom.   • Case of Powassan virus reported in Mass. town

    Health officials are reminding residents to protect themselves against tick-borne diseases after a case of Powassan virus was reported in Sharon, Massachusetts. Powassan virus is transmitted through tick bites, like Lyme disease. While the virus is rare, cases have increased in recent years, according to the Town of Sharon Health Department. Most people infected with Powassan won’t experience any symptoms, but it can cause fever, headache, vomiting and weakness, according to the Centers for Disease Control and Prevention. In rare cases it can cause severe, potentially deadly illness like meningitis or an infection of the brain called encephalitis. There are no vaccines or treatments for Powassan. The most effective preventative is to take precautions against tick bites, such as: wearing a bug repellent with DEET wearing long sleeves and pants and socks staying on trails to avoid tick habitats while hiking checking yourself, children and pets for ticks after spending time outdoors and immediately showering to remove any loose tickets using tick control, such as collars or other repellents, for your pets Ticks are most active in the northeast from March through mid-May and again from August to November, Sixteen cases of Powassan have been reported in Massachusetts in the last 10 years.   • Quincy detective resigns amid allegations of ‘unwelcome, sexually explicit conduct'

The Quincy police officer at the center of an outside investigation over allegations of inappropriate online conduct has resigned from the department, according to documents obtained by the NBC10 Boston investigators Friday. The investigation into now-former Quincy police detective Andrew Keenan was completed Wednesday, and found that Keenan engaged in behavior that violated the department’s personal conduct policy and harassment policy, the documents show. The city of Quincy hired Kurker Paget, a Waltham-based LLC, in September to look into the case involving Keenan and allegations that he sent a sexually explicit photo of himself to a young woman with developmental disabilities. According to police and state reports obtained by the NBC10 Boston Investigators, Keenan was accused in 2017 of sending a sexually explicit photo to a young woman who was living at a school for people with intellectual disabilities. Records show she was also under the guardianship of her parents. Keenan admitted to engaging in inappropriate communications and conduct with a student at the Cardinal Cushing School, where he used to work, according to the executive summary of the investigation. The report also stated that Keenan engaged in “nonconsensual and unwelcome sexually explicit conduct” on a video call with a former friend in 2015, while wearing his police uniform. Keenan was also alleged to have used aliases while messaging former friends “to obtain private photos,” although he denied that he catfished anyone. Keenan was found to have sent “unwelcome email advances” as well as an explicit photo to a Quincy employee, the report also stated. Keenan is politically connected. His father, Paul Keenan, retired in June, but was the Quincy Police Department’s chief at the time. The officer’s uncle, Tom Koch, is the city’s mayor. The department placed Andrew Keenan on paid administrative leave in July and launched an internal investigation. In a letter dated Thursday, Quincy Police Chief Mark Kennedy recommended to Mayor Thomas Koch that a termination hearing is held to consider the dismissal of Keenan. Keenan resigned the same day. In Keenan’s resignation letter, which was obtained by NBC10 Boston, he wrote that his leaving should “not, in any way, be construed as an admission of wrongdoing with respect to the allegations of misconduct which I steadfastly deny, The office of Plymouth County District Attorney Timothy Cruz told NBC10 Boston last year that the original case with the Cardinal Cushing student involved two consenting adults, that no criminal charges were filed and that there aren’t any records of an internal investigation back in 2017. When the NBC10 Boston Investigators confronted Keenan and his father last year, the officer declined to comment, saying he was silenced by the ongoing investigation. Reports from the Hanover Police Department state the young woman was under the guardianship of her parents when on Aug. 17, 2017, Keenan reached out on to her on Facebook, told her he was horny, sent her the photo and asked her to send a sexual video of herself, which she did. The report also stated the Quincy officer told her to delete the conversation, that the young woman was flattered by the attention and that Keenan was remorseful. Police reports in Hanover also state that a former Cushing student told authorities Keenan had reached out to her too that August while he had been drinking, and that the state investigated him years earlier for sexting with a student while he worked at the school. That allegation was determined to be unsubstantiated. Paul Keenan, who hired his son, was the department’s chief when the accusations first surfaced. Quincy Police Department records show there was not an internal investigation at the time. “It was investigated by two outside agencies,” Paul Keenan told the NBC10 Boston Investigators. “They thoroughly vetted it, they closed the case out without any criminal complaints.” The former chief said it was handled it as an employee assistance matter. He called this part of an ongoing criminal harassment by a former, disgraced Quincy police officer. But newly appointed Quincy Police Chief Mark Kennedy said he immediately ordered an internal investigation when he learned of the allegations in July, placing Keenan on paid administrative leave. “I think it’s just important that the public recognizes that we’re not an agency that covers up for our own,” Kennedy said. “We discipline people, we’ve terminated people. We take the integrity of our officers very seriously.” Andrew Keenan’s uncle, Quincy Mayor Tom Koch, said he was never told about the case. In a statement, he said, “The matter was handled internally at the Police Department in 2017 so I was not informed. My expectation is that it was handled appropriately.” Koch previously said he has full confidence in the current internal review. The state’s Peace Officers Standards and Training Commission, which oversees police conduct and certifies officers, has been notified about the allegations.

  • Man who killed Danvers teacher at 14 pleads guilty to 2014 attack on youth services worker

    A Massachusetts man who raped and killed his teacher when he was 14 years old has pleaded guilty in an assault on a different woman, which took place while he was in custody months later. Philip Chism was sentenced to life in prison with the possibility of parole for the October 2013 killing of math teacher Colleen Ritzer at Danvers High School. In June of 2014, when Chism was 15, he allegedly attacked a Massachusetts Department of Youth Services worker at a facility in Boston’s Dorchester neighborhood. Chism, now 25, pleaded guilty to charges of attempted murder, assault and battery with a dangerous weapon, assault with intent to murder and kidnapping in Boston Juvenile Court Friday. Chism is accused of following the 29-year-old woman into the bathroom, using a pencil as a weapon, pinning her against a wall and attempting to strangle her, leaving the victim with injuries to her head, neck, face and back. In a victim impact statement read by Assistant District Attorney David Bradley, the victim called Chism a monster and said she still feels the terror from the attack 10 years later. “I remember being unable to leave my bedroom for hours for fear that he’d be waiting for me, ready to kill me,” the victim wrote. “True monsters exist in the world. Philip Chism is a monster, a murderer.” The state requested a sentence of 15 to 18 years in the case, Bradley noting that there are very few juvenile defendants in the Massachusetts system with a pattern of behavior this dangerous. Chism’s attorney Patrick Sparks requested a sentence of 17-20 years, saying that his client wished to take responsibility for what he’s done. Chism was sentenced to 17-20 years for the attempted murder charge and 9-10 for the other charges, to be served concurrently at Souza-Baranowski Correctional Center with his time in the Ritzner case.     Montpelier, Vermont, woke up to a chilly Friday morning, tying the record low temperature for this date at 22 degrees Fahrenheit. This record was previously set in 1967 at Montpelier-Edward F. Knapp State Airport (KMPV), where records date back to 1949. The cold wasn’t isolated to Montpelier, as much of New England experienced a hard freeze. Freeze warnings were issued for southern New England and coastal areas, with temperatures dropping significantly compared to the previous day. Many locations saw lows in the 20s. At night, especially on clear nights with light winds, a process called radiational cooling takes over. Without the sun’s heat and under clear skies, earth’s surface radiates heat out into space. With minimal wind to disrupt this transfer, the ground loses heat rapidly. This radiational heat loss cools the ground, and the air in contact with the ground cools down as well, leading to the significant temperature drop we experience at night sometimes. Thankfully, this afternoon offers a decent rebound with high pressure still in control. Sunshine prevails with highs in the 50s to near 60 inland: about 5 to 10 degrees cooler than average for this time of year. Friday night, the center of high pressure will move offshore, and while overnight lows will drop back to the 30s, it won’t be quite as cold as Friday morning. Patchy frost is still a possibility, so be sure to bundle up if you’re heading out early Saturday morning.
